Malawi Customs Develops a National Pool of Rules of Origin Trainers

Under the framework of the EU-WCO RoO Africa Programme, funded by the European Union, the World Customs Organization (WCO), in partnership with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), held a national training of trainers workshop on rules of origin for Malawi Revenue Authority (MRA). The workshop was held in Lilongwe, Malawi, from 23 to 27 June 2025 with the aim of equipping participants with communication and presentation skills; international tools and instruments; and technical know-how to ensure a sustainable ability to maintain and pass on international standards in the area of Rules of Origin.

The workshop was conducted as part of a comprehensive technical assistance and partnership with MRA and GIZ which builds on basic and advanced trainings conducted since 2023. The support provided under the RoO Africa Programme allows for the deployment of wide-ranging capacity building activities, to enhance the infrastructure and capacity of MRA on rules of origin, which includes delivery of origin trainings internally to its Customs officials as well as externally to Partner Government agencies, private sector and other external stakeholders.

The workshop provided participants with an opportunity to refine their knowledge of rules of origin, while also enhancing their skills in preparing, designing and delivering effective training sessions. The workshop offered the participants varied and unique opportunities to demonstrate their understanding of origin-related topics through group and individual presentations, incorporating facilitation and communication skills acquired from WCO experts.  Each of these sessions was concluded with a plenary session where oral feedback, clarifications and discussions took place.

At the conclusion of the workshop, the WCO experts offered constructive individualised feedback to participants, highlighting areas of improvement and praising their success in applying newly acquired skills to develop training materials and deliver a training session.  It is worth noting that the participants committed to leverage on available capacity building opportunities to proactively organise and conduct trainings at their respective border stations.

The RoO Africa Programme will continue its work with Malawi Customs to equip Customs officials and relevant stakeholders with extended knowledge for efficient implementation and application of rules of origin.
